Listings fee are set by brokers and agents inside their offices before they even meet with you. When you try to negotiate, agents and brokers will give you list of reasons why they need to charge high prices to market your home including, franchise fees, excessive brokerage advertising (this is the broker advertising themselves not your property), photography and paying the buyers agent.
